{"id":3854,"date":"2017-07-26T20:02:41","date_gmt":"2017-07-26T11:32:41","guid":{"rendered":"https:\/\/exitinternational.net\/?p=3854"},"modified":"2017-07-30T17:03:09","modified_gmt":"2017-07-30T08:33:09","slug":"victorias-euthanasia-bill-endorsed-%c2%adsuicide-deputy-premier","status":"publish","type":"post","link":"https:\/\/www.euthanasia.net\/exit\/victorias-euthanasia-bill-endorsed-%c2%adsuicide-deputy-premier\/","title":{"rendered":"Victoria\u2019s euthanasia bill \u2018endorsed \u00adsuicide\u2019: Deputy Premier"},"content":{"rendered":"<p>The Deputy Premier of Victoria has split from Daniel Andrews and heavily criticised his party\u2019s voluntary euthanasia laws, \u00addescribing them as \u201cendorsed \u00adsuicide\u201d that puts the vulnerable at risk.<\/p>\n<p>James Merlino said he would vote against Labor\u2019s bill.<\/p>\n<p>\u201cI have deep concerns that these laws put at risk some of our most vulnerable Victorians, who could be subjected to coercion,\u201d he told the Herald Sun newspaper.<\/p>\n<p>\u201cThis bill also endorses suicide, which is a line I don\u2019t think our \u00adsociety should cross.\u201d<\/p>\n<p>The rift in the party comes ahead of a planned conscience vote on the legislation before the end of the year. Mr Merlino\u2019s strong comments foreshadow an emotionally charged debate of the issue of voluntarily assisted dying.<\/p>\n<p>Mr Andrews said yesterday cabinet had adopted all recommendations from an advisory panel and the bill would be introduced to parliament this year.<\/p>\n<p>The Herald Sun attempted to survey all 128 state MPs for their positions on the bill, but only 57 responded. Of those who had \u00adreplied last night, 29 said they were leaning towards voting \u201cyes\u201d, 13 said they would vote \u201cno\u201d, and 15 said they were undecided.<\/p>\n<p>The legislation will prescribe a scheme accessible only to terminal patients who are sound of mind and suffering an incurable disease that is likely to kill them within 12 months.<\/p>\n<p>The Premier described the scheme as the most conservative voluntary euthanasia program in the world, which would balance a need to assist patients at the end of their lives while providing more than 68 safeguards, including steep penalties for coercion.<\/p>\n<p>\u201cLast year we promised to consider one of our biggest and most difficult issues giving terminally ill Victorians a genuine choice about the end of their life,\u201d Mr Andrews said. \u201cThis is about dignity, choice and giving Victorians the support and care they deserve in their final moments.\u201d<\/p>\n<p>The bill is still being drafted, according to Health Minister Jill Hennessy, who is expected to introduce the legislation in coming weeks to the lower house.<\/p>\n<p>The vote is widely expected to pass through the lower house\u00ad before coming down to the wire in the Legislative Council where some MPs say they are still deciding which way to vote.<\/p>\n<p>Liberal MP Georgie Crozier said she was undecided, but \u00adapplauded the government for its extensive work formulating the framework through a series of parliamentary committees and independent panels.<\/p>\n<p>\u201cThey\u2019ve done the right legwork on this &#8230; but I need to be \u00adsecure in my mind that we\u2019re only talking about the extreme cases, and that the right safeguards are in place,\u201d Ms Crozier said.<\/p>\n<p>Attorney-General Martin \u00adPakula yesterday said that he had changed his mind on the issue and would now support the legislation because of the extensive safeguards.<\/p>\n<p>Opposition Leader Matthew Guy said he would not stand in the way of a conscience vote, as he reaffirmed his stance against the proposed bill. \u201cThere are some of us who go into this debate with a point of view that\u2019s firm and won\u2019t change,\u201d Mr Guy said. \u201cA free vote means a free vote.\u201d<\/p>\n<p>Under the scheme which is only open to permanent residents of Victoria, patients would be \u00adrequired to submit three requests to die, with a wait of at least 10 days between submitting the first and third requests, \u00adexcept in \u00adextenuating circumstances where they are likely to die within the 10 days.<\/p>\n<p><a href=\"https:\/\/exitinternational.net\/victorias-euthanasia-bill-endorsed-%c2%adsuicide-deputy-premier\/rob-cane-in-oz\/\" rel=\"attachment wp-att-3855\"><img loading=\"lazy\" class=\"size-large wp-image-3855\" src=\"https:\/\/exitinternational.net\/wp-content\/uploads\/2017\/07\/Rob-Cane-in-Oz-620x366.jpg\" alt=\"Rob Cane in Oz\" width=\"620\" height=\"366\" srcset=\"https:\/\/www.euthanasia.net\/exit\/wp-content\/uploads\/2017\/07\/Rob-Cane-in-Oz-620x365.jpg 620w, https:\/\/www.euthanasia.net\/exit\/wp-content\/uploads\/2017\/07\/Rob-Cane-in-Oz-300x177.jpg 300w, https:\/\/www.euthanasia.net\/exit\/wp-content\/uploads\/2017\/07\/Rob-Cane-in-Oz-768x454.jpg 768w, https:\/\/www.euthanasia.net\/exit\/wp-content\/uploads\/2017\/07\/Rob-Cane-in-Oz-600x354.jpg 600w, https:\/\/www.euthanasia.net\/exit\/wp-content\/uploads\/2017\/07\/Rob-Cane-in-Oz-220x130.jpg 220w, https:\/\/www.euthanasia.net\/exit\/wp-content\/uploads\/2017\/07\/Rob-Cane-in-Oz-130x77.jpg 130w, https:\/\/www.euthanasia.net\/exit\/wp-content\/uploads\/2017\/07\/Rob-Cane-in-Oz.jpg 1280w\" sizes=\"(max-width: 620px) 100vw, 620px\" \/><\/a><\/p>\n<p>Exit International member and carer Rob Cane, 81, said he hoped MPs would rally behind the legislation, after watching a companion experience the aftermath of strokes and declining quality of life.
